2026 Art Site of Railway Warehouse in Hsinchu Artist in Residency General Information and Application

The "Hsinchu City Railway Art Village" has been transformed from the No. 3-5 freight warehouses of the Taiwan Railways Hsinchu Station into an arts and cultural exhibition space. To establish the Railway Art Village as a creative hub for artists, the space is available for application by individuals or teams across various artistic disciplines.

Application Eligibility

This program welcomes applications from individual artists or groups of any nationality and working in any medium. The Art Village encourages artists to engage with and respond to the natural environment, cultural history, or current social and cultural issues of the Hsinchu area through their creative practices. By observing and working on-site, artists are expected to build meaningful connections and dialogue with the local community.

- Individuals: Must be at least 20 years old.
- Groups: Must consist of two or more people, or be a legally registered entity/organization.

Residency Duration and Location

- Duration: From Apr. 1st, 2026, to Dec. 31 st, 2026.
- Location: Hsinchu City Railway Art Village (No. 64, Hua Yuan Street, East District, Hsinchu City).

Long Term Support Grant

Material fee
Each resident artist will receive a material fee of NTD 45,000 for creation and exhibition during the residency period. Payments will be made in batches at the end of each month based on actual receipts, and the resident must sign a receipt. Detailed regulations will be provided separately by the operating unit.

Curatorial fee
An exhibition planning fee of NTD 30,000 (including necessary materials and services, execution, promotional design, printing, main visuals, and extended promotional items) will be provided. The ownership of the completed artworks during the residency belongs to the creator. However, the artist must cooperate with the operating unit of the Art Site of Railway Warehouse in Hsinchu in planning the " Exhibition" and present the residency creation results through exhibitions, events, courses, etc., during the activity period.

Accommodation subsidy
NTD 6,000 per month. Maximum 9 months. 

Short Term Support Grant

Privileges and Obligations

  1. Residency and Contract Signing
    Artists-in-residence must sign a formal contract with the organizing institution (Hsinchu City Cultural Affairs Bureau) as the basis for mutual rights and obligations.
  2. Deposit Payment and Refund
    A deposit of NT$3,000 must be paid within two weeks of move-in as a performance bond. If no unpaid utilities or management fees, property damage, disturbances, or other violations are recorded, and the space has been cleaned and returned in proper condition, the deposit will be refunded without interest at the end of the residency.
  3. Residency Rights and Usage Regulations
    Artists have 24-hour access to their studios during the residency. However, costs such as electricity, water, internet, phone, cleaning, and other production-related expenses are to be borne by the artist and paid on time.
  4. Space Usage Restrictions
    Studios are to be used solely for artistic creation, exhibitions, and educational programs organized by the Art Village. Residential use is prohibited. Any actions that violate public order, safety, or relevant laws will result in immediate contract termination and forfeiture of the deposit.
  5. Move-in and Studio Setup Obligation
    Artists must complete the basic setup of their studio exhibition space within one month of move-in. Failure to occupy the studio within one month or absence for two consecutive weeks without prior notice will be considered a forfeiture of residency. The position will be offered to the next candidate on the waiting list, and the original artist may not dispute this decision.
  6. Compliance with Management and Public Access
    During the residency, artists are required to cooperate with inspections by the organizing agency and the operational management team. Studios may be opened for visits or exchanges when necessary.
  7. Creative and Outreach Obligations
    In addition to the original proposed project, artists are expected to participate in activities organized by the operational team, such as artist talks, educational outreach, community teaching, or workshops. The schedule and format will be determined through mutual discussion.
  8. Exhibition and Promotion Participation
    Before the end of the residency, artists must participate in a final presentation or related exhibition event organized by the Art Village. Artists are responsible for part of the material, equipment, and installation costs. The operational team will provide the exhibition venue (including basic facilities like panels and lighting), promotional materials, and support for the opening event.
  9. Copyright and Creative Works
    Artists retain the copyright to all works created during the residency. However, the organizing and operational units reserve the right to exhibit, present, and publish the works.
  10. Departure and Certificate Issuance
    Upon completion of the residency, artists (or teams) must finish the check-out process and restore the studio space before the arrival of the next residency cohort. Once all obligations have been fulfilled and the residency outcomes have passed the final review, the operational team will apply for the issuance of a bilingual residency certificate from the organizing institution.

Application Review and the Final Presentation

All applications will go through a two-step reviewing process.

  1. Step One: Online Documentation Review
    Between Aug. 29th (Mon.) to Oct. 6th (Mon.), 2026.
    The review committee is built up of 5-7 experts invited by the Cultural Affairs Bureau, Hsinchu City.
    The Online Documentation review result will be released on the website Arttime before Oct. 8th(Wed.)
    The finalists will be invited to participate in the final presentation via email or phone call before Oct. 15th (Wed.) 2025, 18:00 (UCT+8).
  2. Step two: The final Presentation
    On Oct. 15th (Wed.) 2025, 10:00-1800 (UCT+8)
    The review committee is built up of 5-7 experts invited by the Cultural Affairs Bureau, Hsinchu City. The candidate needs to prepare for a 10 minutes presentation and another 5 minutes Q&A section.

Result Announcement

  1. Selected artists and groups will be informed via Email by Accton Arts Foundation. The result will also be released on the website of the Cultural Affairs Bureau, Hsinchu City and Arttime on Oct. 22th (Wed.) 2025, before 18:00 (UCT+8).
  2. Selected artists and groups have to sign a contract with the Cultural Affairs Bureau, Hsinchu City once the result is released. Otherwise, the residency participation will be canceled.
